This paper seeks to explain and analyze import licensing in the Community of Madrid between 1947 and 1959, carrying out a prior study of the socioeconomic context in which such policy was developed, both in Madrid and in Spain as a whole, placing special emphasis on the foreign sector, with the aim of understanding the consequences of the licensing model of Madrid and Spain economies.
